Plaintiffs seek 1 million in actual damages and 1 million in punitive damages citing nuisance and health hazards. Hi-Port denies improper discharge though its treatment facilities have issues and a subcontractor caused a recent spill prompting scrutiny by Harris County Pollution Control.
