Michigan To Vote On New Constitution
Michigan voters will decide on April 1 whether to replace its 55 year old charter with a new constitution. Gov. Romney led the drafting while opponents include Democrats and organized labor. The proposal reshapes legislative apportionment and creates an independent eight member commission to draw districts for Senate and House on population and area. Romney defends the measure as an improved constitution. Swainson calls it a step backward and Democrats criticize the balance of power.
