The city reports 914 housing units unusable as of year start after 83 hurricane Alicia and December freeze. Single family permits rose with 204 issued, 85 completed, and 74 from earlier years finished. Brownwood subdivision wrecked by Alicia. 324 homes abandoned, 26 older units demolished, three due to fire. Apartment construction: 320 permits issued in 1982, 626 units planned, 146 completed, one 306-unit complex closed for repairs. Large portion of Baytown housing damaged, 618 units still unavailable, a 152-unit net loss in high density housing, plus a fire destroyed a unit. High notes include 25 net gain in low-density multi-family housing with 17 permits and 5 completions.
