CEDAR BAYOU Masonic Lodge No. 321 AF and AM will install officers at 7:30 p.m. Saturday at Cedar Bayou Masonic Temple. Francis V. Portis will be installed worshipful master. Refreshments will follow. Also noted are holiday closings for Independent Insurance Agents Association Baytown and a Tars convention in Brownwood.

Baytown City Council approved an animal control ordinance aimed at keeping dogs off streets with a $10 pound fee and 12 day rabies hold, plus amendments to the junkyard ordinance requiring enclosed junk and eight foot fences. The body also urged federal funds for a Brownwood levee as residents consider subsurface water withdrawal action.
Funeral services were held for Katherine Terry McKay 53 of 702 Fleetwood at Grace Methodist Church with Dr. Lamar St. Clark presiding. She died Wednesday in a Baytown hospital after living in Baytown about 10 years. McKay was native of Hattisburg Mississippi and a member of Grace United Methodist Church.
Israeli planes attacked Syrian army cabins near Damascus for the second straight day as Syria claimed its pilots and antiaircraft gunners shot down six raiders. In Phnom Penh, North Vietnamese and Viet Cong troops attacked Kompong Speu threatening Oudong, and the capital area depots. In Washington, Senate Republicans moved toward limiting SEA war funds while approving an education bill totaling 4.75 million. In San Francisco officials mark the UN charter signing 25 years hence.
Baytown city agents and officials debated bond sales for an 11.6 million capital improvements program. Masterson of Underwood Neuhaus urged selling only as needed amid improving rates, while Mayor Walker pressed for enough to fund Phase I. The two sides agreed to further discussions with City Manager Voelkel.

Eight firms bid $181,300 to $193,605 for a 6000 square foot music wing, about 50 percent above the $125,000 estimate. Epco Construction led with $181,300. Architect James A Davis said he would study bids and D H E W grant funds plus building fund balance will cover costs. Wage rates will be added later by change order. Other bids ranged from $184,000 to $193,605. Davis called the bids sound and close in range.
Betsy Webber reports a 425000 bond election for Chambers County Water Control and Improvement District No 1 will proceed Saturday. Polls open 7 am to 7 pm at the district office with separate boxes for property and non-property owners.
A formal opening is planned Friday through Sunday for the Ramada Tower Center at 2201 Decker Drive. The complex includes a 133 room Ramada Inn, expanded Tower Restaurant, and Charter One Club. TIPCO leads the project with Zelman Kuehn as president Emmett Hutto managing the hotel and restaurant. The event features entertainment by the John James Singers and organist Fred Gibbons. Plans include 145 acres for future development and a heliport possibility for the center.
Lee College board of regents approved seeking a federal Outdoors Recreation Grant to fund a master plan and recreational facilities at the 136 acre North Campus on I 10. Century A E Co will be prime architect and engineer for the plan including a nine hole public golf course and campus expansion.
Lee College will comply with the Texas Coordinating Board standard calendar between 1969 and 1973. The 1970-71 calendar is in place with fall registration August 31 to September 1 and classes ending December 22. Christmas holidays run to January 6, then faculty workshops January 6 to 17 and second term registration January 18 to May 21. Summer term starts May 31.
