The board approved the budget amid debate over fixed incomes and new rules. Several trustees objected to changes proposed by Williams and Brunson, citing concerns about process and the impact on payments. Community voices urged adherence to established procedures while seeking clarity on line items and deadlines.
Taxpayers Association members Artur Coto and Thorson Jr. joined Boatright in a contentious public hearing as Williams, blocked from extra time, led about 13 people in protest. Williams argued the 10 minute limit may violate the law while a college legal firm advised the board it may set its own rules. Farher suggested approving the budget without a public hearing.

Services for O G Shields 57 longtime waste disposal operator were held at Earthman Funeral Home. He died Wednesday in a Houston hospital. He was Baytown resident 37 years, VP of Waste Products Inc and Cleveland Rubber Co. Burial in San Jacinto Memorial Park. Survived by wife Madelyn, son Michael Timothy, five daughters Mollie Shields Cover Martha Ellen, two sisters Mary Lou Bennett and Kathleen Thomas.

Four Baytown Kiwanis members travel to Atlantic City for the Kiwanis International convention. West Baytown reps Harry Holmes and Byard Svey join Baytown members William J. Gidley and Charles Forque. Gidley serves as Baytown club president and Forque as first vice president. Wives accompany them as they departed Saturday. Spruce and fir trees favor loams while pines thrive on deep sandy soils.
