Baytown police credit tech, cell phones for crime drop
Baytown police Lt. Steve Dorris cites rising officer levels from 97 in 1990 to a planned 171 in 2017 and evolving techniques. He notes crime fell across categories due to better forensics, electronic surveillance, and faster reporting via cell phones, which also aid evidence collection and proactive policing. Detectives now specialize, improving case quality and trial outcomes.
