The school board on Monday night approved an average pay increase of 968 dollars for 631 teachers for the 1970 71 school year after Superintendent Johnny Clark submitted three modifications to his original salary plan.
The board approved modifications to teacher pay aimed at aligning district salaries with the state scale. New hires will start at 7200 annually with a 5 percent yearly rise, while special tenure adjustments will be phased out. Four new administrator posts may report to the superintendent, with titles to be decided later. Other moves include closing Burnet Elementary as a special education site, adding a woodwind and strings specialist, a girls swim team to UIL, and an administrator development program plus 24 added teacher aides for 1970-71.
SOR bons summer program at St Pauls Methodist Church runs Wednesdays all summer for elementary students from 9:30 to 11:30 a.m. BAYTOWN workshop at Civic Center 7:30 p.m. Tuesday invites all interested in planning the year. Robert E Lee High Class of 1960 meets 7 p.m. Wednesday at Citizens Bank to plan a reunion. Chambers County Commissioners designate Farm Road 1405 as West Bay Road with FM 1405 still used on highway maps.

Fred Hartman notes a golf mishap, Jean Edwards returns to Navada Missouri, Marc and Clay Baytown visitors, Eddie Cox laments a failed land sale, and a birthday greeting for Garrett Herring.
Buenos Aires reports a bloodless coup ousting President Juan Carlos Ongania after four years of military rule. Lt. Gen. Lanusse, Adm. Guayi, and Brig. Gen. Rey sworn as provisional leaders. Possible presidential contenders named include Eduardo Ortiz Basualdo and Conrado Etchebarne. Ongania refused a military plan to share power and fired Lanusse, who then claimed command before barricading in Government House.

The Argentine military authorities announce a coup ousting President Ongania. Army Navy and Air Force leaders are provisional rulers and vow to name a new president within ten days. Ongania, installed four years ago by the armed forces, is removed amid turmoil.
The board unanimously approved Stewart and Park as school attorneys for the coming year. The firm had replaced Reid Strickland Gillette and Ramsey a year ago after a heated vote. A tax office report showed delinquent school tax collections for 1969 70 totaled 73331, up from 42775.96 the prior year, with notices mailed by both offices. Attorneys collect delinquent taxes after three years and receive 15 percent of amounts collected. the firm also earns a 200 dollar monthly retainer.
At Cornell University Morris Bishop professor emeritus used the 24 pound mace to deter a youth attempting to seize microphones during commencement. He described the mace as a medieval weapon and said he acted to protect university officials. Police detained three demonstrators for disorderly conduct resisting arrest and assault.
Coastal Industrial Water Authority awaits Internal Revenue Service clearance to issue 16 million dollars in tax exempt revenue bonds for the Lynchburg Reservoir and conduits under the Houston Ship Channel. Bids cannot be opened until IRS ruling, as CIWA officials estimate 1.2 billion gallons daily through the system, including 200 million for U S Steel, with a portion of the Lynchburg site now submerged.
The Harlem Elementary School will continue its non graded innovative program and the district will operate the Health Education and Welfare program in 1974 75 under the same desegregation plan. The board kept the door open for organizational and curriculum changes and asked Supt Johnny Clark and attorney Richard Park to draft a HEW letter for the Dallas regional office. HEW had urged a new desegregation plan due to Harlem being racially identifiable. About 54 of 339 pupils in 1963 70 were white. A federal hearing in Washington could threaten funds if the district is found noncompliant. Trustees unanimously approved continued Harlem program and HEW response, with differing views on its necessity and impact on children. Clark praised principal teacher relations and noted volunteer mother program amid the program’s innovative approach.
Baytown and Harris County await 1970 census totals from April with optimism for a population gain to cross 50 000 in Baytown. Census officials say counts for Dallas and Harris are incomplete due to county size, while Texas statewide projections suggest counties would need larger totals to meet the forecast. If Harris and Dallas meet estimates, Texas would still fall short of the state projection by about 350 000 to 500 000 people.
Baytown Knights of Pythias Lodge marks its fiftieth year with plans for April 7 observance at 2010 Alexander Drive. Charter members C. R. Myers Jack Stewart and Clifton Boyer present eight decade history, noting 29 candidates will apply for membership as about 80 members currently. Goose Creek Lodge organized in 1920 and met at the old Odd Fellow building on Sterling Street.
