Jury Trial Boost In Civil Rights Bill Vote
The Senate adopted an amendment guaranteeing jury trials in all criminal contempts arising from the civil rights bill except voting rights cases. The vote was 51 to 49, a setback for administration forces but potentially enabling closure on the Southern filibuster. Senator Mansfield said he was cautiously optimistic, as Morton’s proposal would ensure jury trials for criminal contempt under most titles, with voting rights exceptions.
