Stein cautioned that treatment costs will rise if harsh chemical or mechanical methods are used while Gallagher pushed for new treatment processes to cut toxic materials. An EPA report for a Houston conference says toxic compound levels triple the limit for algae growth in the Houston Ship Channel, with Galveston Bay biota severely damaged by discharges. Fish and crustaceans near Morgan's Point are small and in poor condition, and biodiversity decreases with proximity to the channel.
