Police chase ends in Highlands with driver suicide
A high speed Baytown pursuit ended Wednesday when Steven Rouse, 23, of Highlands, shot himself in his car parked in the 300 block of Harris Street after officers questioned him about suspicious activity near Compass Bank on Garth Road. The incident began around 6:40 p.m. on Garth Road as police monitored Rouse’s movements near businesses in the 4900 block and a van briefly parked behind his car before leaving. Barbers Hill approves two new 313 tax agreements
Barbers Hill ISD voted Monday night to approve two Chapter 313 applications for a $700 million Lone Star NGL fractionator project and a $289 million Cedar Bayou Fractionators project. The district holds a record number of 313 deals and these become the 12th and 13th. The process moves to Austin for 90 day approval, then back to BHISD for final board action within 151 days.
