Harris County redistricting plans threaten Baytown by potentially removing it from Congressman Albert Thomas’s district and shifting areas into new districts. The debate covers district boundaries, population math, and which counties or cities join the north or south districts as lawmakers seek to satisfy a federal mandate for reapportionment by August 1, 1965.
Houston state representative Eckhardt will address the Precinct 100 Loyal Democrat Club at 7:30 p.m. Monday in Room A of Holiday Inn. The event, chaired by Mrs. W. Tidman, invites all Democrats and will cover how the U.S. elects its President.

U S officials said Soviet authorities may have acted within international law to pursue board and search the vessel Katingo after a wage dispute. The State Department called the methods used by Soviet authorities extensive and outside acceptable norms, delivering an oral protest to Soviet minister counselor Georgi Kornienko and urging measures to prevent a repeat incident. The ship faced a 50 ruble fine and continuing to sea after a search.
Baytown area experienced its first general shower in weeks as east side received about 1.1 inches. The soaking rain revived lawns and gardens severely browned by a long dry spell, offering much needed moisture.
A three judge federal court in Atlanta examined charges against restaurant owner Lester Maddox for violating the Civil Rights Act and considered Moreton Rolleston’s bid for an injunction to stop enforcement. FBI testimony focused on whether Maddox’s restaurant serves interstate travelers and moves food across state lines, with the judge noting the core issue is whether the operation affects interstate commerce.

President W J Strickler of the Baytown Chamber of Commerce has called a planning meeting for all committee chairmen. The gathering is scheduled for 7 p m Monday at the chamber building.
Frieda Friedman, 49, a Baytown businessman and owner of Mallin's Pawn Shop on North Main, died after his 1958 Thunderbird was struck by a Missouri Pacific train at the Biker Road crossing. He received chest and possible neck injuries, and was treated at San Jacinto Methodist Hospital after the noon wreck Saturday. Officer M J Gillard reported no warning lights at the crossing. Friedman lived at 302 Tindlenwood.

Delphine Veselka Anderson, 34, of 31S Burnet Drive, suffered a serious head on crash injury on Bayway Drive at 9 39 p m Friday. She was reported in satisfactory condition Saturday after surgery for a crushed right heel brain concussion and severe lacerations. Other driver George J Toups Jr 20 of 405 Arbor faced charges for driving while intoxicated aggravated assault with a motor vehicle altered license and minor possession in two courts. Toups was treated for minor injuries and released. Mrs Anderson had major prior surgery three months earlier and was found unconscious at the scene. An unidentified passenger rode with Toups. open beer and wine were found in his car. Officers Cooper Steele and Reeves investigated the wreck between Eddie Cox Real Estate Office and Humble Service Station on Highway 2 curve.
Astronaut M Scott Carpenter sustained a compound fracture of the left arm a severe left knee injury and a fractured left leg after a motorcycle crash in Bermuda. He was flown to Ellington Field Houston for treatment with possible surgery and pins to the arm.

Rep Thompson urged the Texas redistricting panel to avoid altering his ninth district, arguing the 500000 population spread across 15 counties differs greatly from dense urban districts. The committee heard proposals to split Harris County into three districts as the state seeks a 15 percent tolerance in district populations ahead of the Aug 1 1965 mandate.
