Rusk Plans Geneva talks on Berlin as Khrushchev stance stays firm
Secretary of State Dean Rusk will fly to Geneva for four days of talks with Andrei Gromyko and other ministers to press Western Berlin rights. Moscow issued a harsh note denying progress on border incidents while Khrushchev named Berlin as a key obstacle yet offered no settlement deadline. The trip follows recent Washington discussions with Anatoly Dobrynin and comes amid ongoing East West Berlin tension.
