Rio Grande swells as new storm floods Texas border
The Rio Grande surged to 42 feet along parts of the Texas Mexico border as a tropical low driven rainlogged storm sent floodwaters into homes. Laredo authorities evacuated neighborhoods near the river and a 16 story hotel while National Guard troops aided evacuations and residents prepared with sandbags.
