Commission alters stand on drainage

Baytown Planning Commission shifted stance on small detention and retention facilities. They urged City Council to consider that many tiny ponds and ditches are not cost effective compared with improving main channels to handle larger water flows. The move follows a Harris County Flood Control District memo and notes funding hurdles across agencies. Wayne Smith urged a focus on moving water downstream and into main channels, while city officials cite regional detention ponds and developer funding to extend major ditches.

Air Patrol denies delays in El Paso man crash search

A Civil Air Patrol official rejected claims by Abilene aviator Ollie Higgins that the CAP delayed locating a light plane wreckage that carried El Paso man Charles McCown and his 19 year old daughter Michelle. Rescue crews found them atop a peak 642 miles south of Abilene in bitter cold. They survived in the cockpit until rescued and were hospitalized. Weather hampered initial searches, CAP planes were dispatched at 10:30 a.m. after four‑wheel drive searches began at 7:15 a.m. The crash occurred while the plane attempted an instrument landing in strong north winds and subzero wind chill. The aircraft lacked an emergency locator transmitter, complicating early pinpointing of the crash site.
