Bond election challenge and city charter details discussed

The minutes record the ordinance and authenticating officials city secretary Edna Oliver and Mayor Glen Walker, with a signature stamp later addressed. The defense argues quo warranto is the only remedy and tax payments cured any defect, while bond counsel from Vinson Elkins Searls and Connally handles fees from bond funds.
