Johnson vows thorough review of federal budget cuts
House Republicans will thoroughly examine the budget to find cuts, targeting the Office of Economic Opportunity and its antipoverty programs. Job Corps at Camp Breckinridge shows low outcomes, with 756 enrollements and only eight graduates. Johnson expects a budget over $110 billion to face close scrutiny before a later month submission, and rules out tax increases despite inflation risk.

Peace offensive prompts mixed U S and Viet Nam reactions
Yale professor Staugton Lynd and SDS leader Thomas Hayden said Premier Pham Van Dong told them the United States has not contacted Hanoi directly since President Johnson signaled openness to peace. Herbert Aptheker supported general agreement with reservations. US Information Agency director Marks doubted Communist readiness to bargain. Humphrey said the peace effort produced little, while Mansfield and allies said the South Viet Nam military situation remains grim and risks expanding war or hard-to-attain peace.
