Prison board member quits in Texas capital
Ruben Montemayor resigned from the Texas Board of Corrections just days before the Legislature's session to consider his appointment. The San Antonio lawyer, 55, was appointed in 1975 by Gov. Dolph Briscoe. Critics accused Gov. White of a step backward amid court-ordered prison reforms. Montemayor could not be reached for comment.
