Johnella Boynton reports that on Monday night the school board launched Harlem enrichment as a daring innovation to address many issues, notably segregation, by integrating Harlem through new programs and educational approaches.
Mrs. Herbert C. Parker, mother of Mrs. H. I. Davis of Baytown, died in a New Orleans clinic after two months illness. Survived by daughter Mrs. Overton Roy and son Herbert Parker, both of New Orleans. Also notes on City and Church Basketball League finals at Cedar Bayou gym with 7 p.m. and 8:30 p.m. games, and Lenten supper at Trinity Episcopal Church. Funeral services for Mrs. Camille Willson, mother of Dan H. Willson, scheduled in Mt. Pleasant.
Buster Brown and Tim Rob bins lead a Baytown showing with three Weimaraners placing first to third. Tim’s Dalmatian wins third in its class. Mrs. Dora Ward enjoys the Houston Fat Stock Show and Rodeo. Lavon Moore greets a jittery friend with a surprise hello as Libby Wiesinger ponders dog eating habits. Larry and Helen Kluck attend the Houston Livestock Show and Rodeo. Jim and Sue Helbig return to Baytown in a Caldwell residence after time in Louisiana and Tennessee. Pam Phelps returns from Acapulco suntanned.
Baytown insurance man David W. Evans 29 of 185 Katherine announces his candidacy for City Council from District 2. Evans, a Herbert-Hauser Agency consultant, has lived in Baytown 25 years with wife Jean and two children. He cites a need for a first class city and future direction, and notes prior recognitions including Young Man of the Year 1968 and Who's Who 1969. He served two years in the U S Army and is active in local groups. Abe Simon also seeks Position 2.
President Nixon pledged U.S. support for a wider European Community including Britain and reaffirmed NATO commitment. Spokesman Ronald L. Ziegler said Nixon indicated Britain’s entry into the Common Market. Wilson voiced pleasure at NATO support amid talks at Downing Street and Buckingham Palace with Queen Elizabeth II.

WASHINGTON AP Former President Dwight D Eisenhower is convalescing smoothly from abdominal surgery that doctors say likely saved his life. KANSAS CITY AP Former President Truman, described by his daughter as joking and in good spirits, may leave Research Hospital today.
Superintendent George Gentry warned the school board of a looming $1.29 million funding gap to sustain current program requests. A major item is an $850,000 teacher salary increase, with state help uncertain. Kindergarten costs and materials would add about $164,000. With current taxes near the ceiling, officials expect a tax assessment ratio hike may be needed, potentially requiring notices to all 23,000 district taxpayers.
SJ Methodist Hospital has been accredited for three years by the Joint Commission on Accreditation of Hospitals following a January survey and field visit. Dr. Porterfield announced the approval and noted ongoing expansion and facility upgrades as construction nears completion. The commission praised the hospital for maintaining standards and improving patient care. Dr. Kirby S. Howlett Jr. conducted a fact finding survey on January 20.
Thousands of Californians fled rising waters in a record rain event as six counties evacuated about 6,000 residents overnight. Santa Paula bore the worst, with 4,000 evacuated from swollen Santa Paula Creek and two feet of floodwater inundating stores. Elsewhere 250 to 400 residents near Fillmore fled high floodwaters while six in Ojai Valley spent the night in schools to escape foot-deep flooding from local creeks and rivers.
Fort Worth representative Joe Shannon Jr led House Criminal Jurisprudence Committee hearing on a bill to criminalize disruptive activities at tax supported schools and public colleges. The measure would penalize obstruction, seizure of buildings, or use of violence with up to six months in jail and a $200 fine and may extend to private schools. A separate Cavness drug forgery bill also moved to subcommittee with a proposed amendment to add forging prescriptions as a crime.
Fireman apprentice Frank M. Boudreaux USN, son of Mr and Mrs Frank M Boudreaux of 1705 Clayton, visited Bangkok while aboard the Seventh Fleet destroyer USS Carpenter.
