SBA declares disaster areas after Feb flood in Baytown area
The Small Business Administration in Washington declared Warris County Galveston County and nearby counties disaster areas due to the February flood. Flooded residents may apply for SBA loans at 3.5 percent to repair and re equip homes. SBA counts 194 homes and 42 businesses damaged with residential losses at 390000 and business losses at 3300000. Board Delays Desegregation Plan Deadline to Feb 27
Baytown schools face a new federal deadline after the Feb 1 school board vote delayed a desegregation plan. HEW regional director Carl Flaxman said about 10 Texas districts had not submitted compliant plans for fall 1969, with 50 of 90 notified districts having received approvals, and others referred for hearings. The district may still seek Title V assistance while negotiations continue. Baytown has over 1,000 black students in integrated schools and 269 in Harlem Elementary, with no white students at the latter under the freedom of choice.

Allen Cannon Files As Baytown City Council Candidate
Allen Cannon head of the accounting section at Sinclair Oil Channelview plant has filed to run for Baytown City Councilman Position 5. The 38 year old native Baytonian lives at 1601 Donovan and is a long time city governance interest. Cannon, a deacon at Missouri Street Church of Christ, is a 1958 University of Houston BBA graduate with Air Force service and ten years at Channelview plant. He and his wife have four children and he previously served on a city water and sewer committee during which a policy on joint city and property owner improvements was developed. The resignation of Albert Fanestiel and Andy Braswell expanded the April 1 election field for two council seats to one year remaining each.
