Saigon reports U S warplanes bombed North Vietnamese gun positions in Cambodia in response to cross-border fire. An observation helicopter was shot down with two crew believed killed. Baytown council eyes penalties on late utility bills

Baytown City Council plans ordinances to levy penalties on delinquent water sewer and garbage charges and require public hearings for variances from pollution rules. Another measure would bar pellet and BB gun discharge in the city. City officials cite potential revenue and pollution-control aims.

New Officers for Downtown Merchants Association Elected

Quiet City Election Front As incumbents file for reelection

Only three incumbents have filed for the Baytown city council reelection. Leonard Stasney District 4 Allen Cannon District 5 and Ted Kloesel District 1 announced reaffirming their campaigns. Stasney a Houston area engineer and public servant outlined his year of service and plans for Baytown's future. Cannon a Sinclair Oil section head and family man and Kloesel an electrical construction worker active in unions and the Democratic party complete their first full two year term. No other candidates had filed by Thursday.

Report On Area Highway Work Is Due At CC Meet

Allen Ranft, engineer of the Texas Highway Department in Baytown, will present a progress report at the Chamber of Commerce luncheon at the Holiday Inn. He will outline Spur 201 funding, including $4.4 million for the South Main to Spur 430 segment and $1.5 million for dirt and structure work to Highway 146. A subcommittee will press for early completion of the north segment, and a letter thanking the state will stress completing the entire project. Officials say no further interruptions are foreseen and delays are unlikely.

City tax collection reaches 2.25 million by Jan 31

City Tax Collector O M Coe reports over 2.28 million in taxes collected for 1969 before the January 31 deadline, up from last year due to higher property values. Delinquent taxes increased, with penalties rising monthly and interest charged on overdue amounts as per state law.

Baytown’s William Hooks a Meridian link to Jimmie Rogers

William Hooks, 63, born in Meridian Mississippi, settled in Baytown after a life spanning semi pro baseball road work and public service. He retired from Humble refinery February 1 1970 after roles in labor boilermaker and reclamation. Hooks later engaged in Baytown youth baseball and sheriff reserve work.

Baytown Loses TEC Office After State Study

Homer Jackson district director of the Texas Employment Commission said Baytown will not get an TEC office. A July decision by the Department of Labor in Washington followed a Pasadena office survey showing insufficient local need and a 100 monthly job placements threshold. No Baytown notices were found. a Pasadena representative still handles unemployment claims at WOW Hall weekly. The Pasadena TEC office has served Baytown on demand since May 1962.
