Constable Fails Second Certification Test in Texas County
Chambers County Constable Bobby Joines failed his second attempt to certify as a peace officer after taking the exam on December 9 following an unsuccessful November 10 test. A grace period allowed newly elected constables 270 days to certify, but Joines now faces possible removal. officials noted he can still serve papers and that the county insurer will cover him until November's policy renewal.
