Baytown Mayor Seaborn Cravey on Friday warned that approving a zoning order for pollution control in the Houston Ship Channel does not end efforts by Baytown area interests. He said, We have just started, and resignation is not an option. The Texas Water Pollution Control Board’s public hearing in Austin last Wednesday and its quick action surprised some. Critics argue the plan may not reduce pollution sufficiently, while supporters claim zoning could cut pollution by about half. Dr. Walter A. Quebedeaux Jr. warned that the channel must sustain a complete marine cycle, and about 15 to 20 industrial permits fall below required waste treatment standards. The order creates three zones with differing allowed pollution levels, spanning from Morgan's Point to the San Jacinto Monument and upstream toward Lake Houston dam.
