MOSCOW AP Foreign Minister Gromyko said a halt to U S bombing of North Vietnam is the first condition for progress on Vietnam. British sources report Gromyko and visiting British Foreign Secretary Stewart discussed settlement terms and U S withdrawal. Voter Rules Clarified for Barbers Hill Bond Election

Barbers Hill School District officials clarified voting eligibility for the Saturday bond election. Voters must own property on the 1965 tax rolls, reside in Texas at least one year and in Chambers County six months, and pay the 1964 poll tax or be exempt. Baytonian Pulled From Flaming Car in Morning Wreck

Sammy Allen Masters, 22, of 169 Sunset Road, rescued Thurman Sanders from a burning car after a wreck at 3 a.m. on Jay Street, Main to Wallis Road. Sanders, who went through the windshield and atop the car, was injured with arm and forehead wounds and taken to San Jacinto Methodist Hospital. Masters helped pull him from the fire before responders arrived. Sanders was injured but stable for treatment.
