Prop 21 Faces House Opposition With Restrictive Wording
Phelen notes Prop 21 passed easily in the Senate but faced strong House opposition as wording became restrictive. Voters previously approved Prop 11 in 2001 allowing active or retired school employees to serve on local boards. a 1998 proposal to pay all state employees for board service was rejected. Proponents say the measure would curb financial disincentives for higher education faculty to serve, while opponents warn the two positions conflict with constitutional rules and could require broader application.
