The proposed Baytown budget shows an increase in water and sewer charges with an average 8000 gallon residential use. Monthly bills would rise by 4.42 to 4.86 dollars, while there is no plan to raise property taxes.
Harris County mobile Trouble Shooters unit offers free vaccines for children at Baytown Health Center on Garth Road this Saturday from 10 a.m. to 2 p.m. Adults receive free screenings for blood pressure cholesterol and diabetes. The event also includes sports physicals for student athletes and HIV testing. A booth titled Ask the Doctor will feature Baylor and University of Texas medical staff.
Baytown plans no property tax rate increase for 2003 04 while raising water and sewer rates. The general fund is about 43.6 million, four percent below the current 43.8 million. Administrators propose two water sewer rate options, including base increases and volume rate changes. City Manager Gary Jackson calls it the first budget in years with a lower general fund than the previous year.

Baytown Lee College outlines a $33 million budget after Legislature cuts, recommending using reserve funds for big-ticket items and a one-time $500 salary supplement for 368 full time staff and faculty instead of raises. The plan, presented by Martha Ellis and Steve Evans, awaits board actions after a public hearing August 14 at 6 p.m.
