City Treasurer Reports Bonded Debt Cut in 1944

City Treasurer Donald D. Young reported a $32,385.79 reduction in bonded debt for 1944, leaving total bonded debt at $199,394.28 and the floating debt nonexistent for the second straight year under Mayor Walter C. Rogers. The report cites a $22,385 reduction linked to retirement of high school bonds due in 1949, with $310,000 in bonds and a sinking fund of $110,605.72. Tax collections averaged 96.90 percent, surpassing net appropriations by about $27,530, and nearly $1,000 above the commitment when past due taxes are included. Overdrafts occurred in several departments but were limited in amount. The School department faced a $23,234 overdraft due to increased enrollment and extra staff, with a likely fix from a Lanham Act grant of $19,600. A $1,730 deficit at Huse School cafeteria was noted. The Highway and Poor departments exceeded allocations, while the Police department finished with a $2,000 balance from a $32,000 appropriation. Fire Chief Richard Frates cited fire losses of $24,957.78, and urged a 65-foot aerial ladder truck. Upgrades included wiring improvements and a new Mack pumper. Deputy Marshal Frank Moriarty recommended securing garage space for mobile equipment, highlighted the two-way radio system, and noted 3,534 noncriminal complaints, 69 automobile accidents, eight deaths, recovery of all 10 stolen cars, 14 breaks cleared, and 516 arrests.
