Forest users met and adopted rules for forest use and uniform regulations for associations formed in the Big Horns region. The Sun-Night-Bald Mountain Livestock Association organized at Beaver with F A Ewen as president and M L Austin as vice president and an advisory board including Ewen and Austin. Shell-Black Mountain and Paint Rock associations also formed with elected officers and advisory boards. The meetings, led by the county agent and with Forest Supervisor E W Tinker in attendance, aimed to harmonize relations with the forest service and standardize topics such as labor, costs, enforcement, and dehorning policies.
