Chicago Sept. 17. The Railroad Labor Board ruled that railroads cannot discharge employes without just cause. The Butler County Railroad in Missouri must reinstate two men fired for belonging to the same union as workers under them. The board said its duty is to decide justly, even if contrary to many Supreme Court decisions.
