California Tax Change Seeks County Refunds for Lost Revenue
In 1911 California shifted to a dual tax system for public utilities, taxing at the state level in lieu of county taxes. The 1929 Assembly Constitutional Amendment Number 21 would allow refunds to counties deprived of revenue, funded from surpluses above ten million dollars in the state treasury. The measure is permissive, protective of state finances, and not a blanket remedy.
