K J Clancy of the Southern Pacific says education campaigns reduce grade crossing fatalities. For year ending Sept 30 1919 there were 44 deaths and 165 injuries versus 51 deaths and 205 injuries in 1918, a 16 percent death and 24.2 percent injury drop despite more autos.
