Coal industry organizes for emergencies under Brydon plan
John C. Brydon was unanimously elected president of the National Coal Association and proposed a "minute man" system for 9,000 bituminous operators to mobilize soft coal supply in crises. The plan, requiring a Congressional enabling act, envisions rapid, nationwide coordination with War Navy Interior and Commerce departments, ensuring personnel can function from pre arranged posts during emergencies.
