An unofficial Berlin statement says Germany will not pay one billion gold marks to the Allies before March 23, defying the demand for partial reparations. The move signals continued Bavarian and Berlin resistance to the Allied plan and heightens postwar financial tensions.
Berlin reports that Germany rejected the demand under Article 235 of the treaty for a one billion gold mark payment and a seven billion mark balance by May 1. Allies say only about eight billion marks have been paid, far short of the twenty billion required, with options for a foreign loan considered.

Harold Levasseur a three year old son of Mr and Mrs Henry Levasseur drowned in Sleepers River at noon yesterday after two boys were seen near the water. Sherman Woodmish the four year old companion was found at the foundry office in Fairbanks village about a mile away and Levasseur likely fell victim to the strong current after stepping too near the water while tossing sticks.
Dwight Davis of St Louis received a recess appointment to the War Finance Corporation as a director. John Jath, former Wisconsin representative, got a recess appointment to the Interstate Commerce Commission. Each, a transportation act author, was nominated to the commission but confirmation stalled by Senator La Follette of Wisconsin.

An expert on explosives in Bridgeport believes the explosion at the residence of Dr. T. S. Smith early yesterday may have been a time bomb. The theory centers on a Haven on a sill of a window where Dr. Smith sat at night.
Burlington March 22 A petition in bankruptcy has been filed in the office of the clerk of the United States district court by Paul de Curing a farmer of Middlesex The total amount of the bankrupts debts is 61004 and his assets are 81090 with property valued at 1400 as exempt.
New British silver coins will contain slightly more than half the silver of the present coinage and share similar design, size, and weight. They will be harder and whiter with a metallic ring due to more nickel, produced under the 1920 coinage act. Old silver content will no longer be minted, and the new coins may act as tokens while retaining value near $1.34 with three-cent per ounce silver pricing.
Representatives of the packers employees met Secretary Davis ahead of the cabinet session where the dispute with workers was to be discussed. The talks follow previous briefings by Davis Hoover and Wallace as the cabinet seeks to resolve wage and working provisions tied to a wartime agreement. Danforth Hartwell S H Danforth a long time customs officer died Saturday morning in St. Albans at age 334? He served about 30 years as deputy collector and inspector of customs and filled in during Captain George W Burleson’s absence. Danforth was a 3rd degree Mason and former grand commander of Vermont’s Grand Commandery. He is survived by two daughters Mrs Hannah Mullett of St Albans and Mrs Richard Scott of West Berkshire.

Washington March 22 A proclamation convening Congress for a special session at noon April 11 to receive communications from the executive was issued today by President Harding. Wars and tax revision will be the principal subjects before the new Congress with transportation regulation and immigration issues also expected to be considered.
Patrick F. Nerney of Moretown died at Bates City hospital last Thursday. His funeral was at St. Patrick's Church Moretown Saturday morning at 10:30 with rosary at 10. Rev Fr Devoy of Waterbury officiated. pallbearers listed. Burial followed at St. Patrick's cemetery. Attendants from Northfield, Montpelier, Lowell and nearby towns attended.

He was born November 21, 1875 in Prince Edward Island. Survived by wife Jennie Campbell of Sherbrooke PQ and son William. Other notices include the death of Mrs. Abbi A. Baer and administrator Frederick J. Bailey of Burlington, plus local legislative and manufacturing notices and a talk about Vermont’s railroad and state institution posts.
A crowded Barre protest meeting demanded the restoration of Miss Louise M. Gridley as social worker after the city council replaced her with George F. Ball as overseer of the poor. Speakers urged continuation of Gridley’s social work, urging the city to keep her in that role. A committee was formed to present the case to the city council, with proceedings delayed until a full council could meet.

Mrs Norman Murray traveled to Spr to visit her daughter Mrs John Kiley. A son was born March 10 to Mr and Mrs Hobert Stoek. Mrs Corella Orrin of Barre is visiting. Mr and Mrs HR Shirer returned home after spending winter away. The ladies society will meet Wednesday with Mr Malcolm McRae. Remember the Barter sale and social in the Presbyterian church hall next Thursday evening. Admission, refreshments, and a sale of useful and fancy items. The annual ball under the auspices of Suitor’s coworker committee will follow dancing.
The Vermont state highway board measure creating a three member board and a commissioner was sent to Gov. Hartness and signed, reorganizing the highway department. The bill, in its original form, sets the governor as a board member with two appointees confirmed by the Senate, and the board then names the highway commissioner. The Senate also approved the teacher training bill with amendments, changing normal school eligibility and placing establishable training at Johnson and Castleton.
