Milwaukee March 1. The Windsor Hotel near two score guests escaped as a tire wheel sparked a blaze in the Western Electric Union plant and burned the four story hotel. Charles Sandberg, lessee, says every guest got out safely amid smoke and water damage to the Milwaukee Evening Wisconsin building. The dog’s bark alerted Sandberg and a policeman led cautious checks through halls.
