Americans in London face strict wartime alien rules
London correspondents report Americans arriving since 1916 must still carry an identity book with two British guarantors and a signed photo. They must report movements to police in each district, have hotels and travel checked, and endure lengthy processing times. A Liverpool mayority rule requires aliens to present themselves at police HQ for hotel stays. The burden remains despite U S entry in WWI.
