New York July 23 Judge Chatfield held the war time prohibition act constitutional in a tort suit against Alaphon A Minery a Meriden saloonkeeper backed by Connecticut liquor men The decision came after findings in New Haven and addresses multiple demurrer grounds and states rights In sustaining the act the court cites precedents on Congress power to regulate intoxicants and war time authority Despite defense that peace restored the judge ruled the nation remains at war with Austria and demobilization not complete
Paris July 23 Premier Clemenceau and his cabinet won a confidence vote in the Chamber of Deputies. The final tally approved the government’s policy by 289 to 176, a 115 vote majority. Earlier, a separate resolution on priority for Chanwet’s demand failed 272 to 181, Chaumet’s priority resolution concerned high cost of living.
Paris July 23 The Clemenceau government seeks elections quickly after the Chamber of Deputies vote of confidence. Radical leaders including former Premier Combes begin moving to reestablish a left coalition with radicals socialist and radical socialists aiming to unite the left for the elections.
London reports Welsh miners at Cardiff conference refused to join the Yorkshire coal strike faction. The nationwide stoppage involved about 275,000 workers across Yorkshire Derbyshire Nottingham Monmouth regions. Government spokesman Andrew Bonar Law said the action appeared to protest coal price hikes, high living costs, and military conscription.
Perth reports the Japanese delegation to the peace conference denied inserting the Stantung settlement into the German peace treaty in exchange for withdrawing the Japanese stance on the racial clause in the covenant of the Fragments of Nations.

Wellsboro Pa July 23 a cloudburst left nearly a dozen families homeless and destroyed miles of New York Central track and roadbed between Wellsboro and Wellsboro Junction. Bridges washed out, trees and wires down, and about a hundred autos left in the streets were wrecked. Relief committees began aid as homes and property suffered extensive damage.
In Washington on July 23 Secretary Daniele urged Congress to enact legislation for a new navy air and ocean communications system warning that the business world faces intolerable friction due to the current inadequacy of other international communication networks.
The United States will sign treaties with Bulgaria and Turkey announced by the state department. The accords align with terms imposed on Germany and Austria’s allies, redraw boundary lines and create new nations, notably Armenia, with the U S not acting as mandatory under the League covenant.
A union of about 6000 fishermen at New England ports declares a new wage demand. The conference will outline a program to be pursued before recess with possiblees of action next month.
Washington July 28 Senator McKellar Democrat Tennessee urged support for the League of Nations as a forward step for the country. He argued reactionaries opposed progress and that Wilson’s work made America a world power, insisting the league embodies wartime sacrifices and mutual guarantees. He rejected claims of irreversible obligations and defended the treaty against Republican criticism.
Washington D C July 28 Demobilization of the navy is progressing satisfactorily a statement announces. Total of 316,554 enlisted men have been discharged since the armistice was signed. Over 2 000 were enlisted in rapid service and 322,244 reserve force members released to inactive duty. More than 2 000 reserve officers have been returned to ship fire and 7 244 sit are on duty. There still are 7,000 enlisted in the reserve force at duty most aboard transports. They will be relieved as rapidly as recruits can be obtained. Recruiting is about 5,000 monthly. Both Atlantic and Pacific fleets are short handed. Paris fleet arrival expected to bolster recruiting throughout the west.
Washington DC July 23 Senator Gronna Republican North Dakota opposes a bill by Senator Vdge Republican Newderacy to authorize the renunciation of corporations to provide long term credits for American interests in international trade. Gronna warns of a scheme to let American bankers enter foreign banking to control industries in devastated countries.
Liverpool experiences a dockers strike that disrupts handling for over 200 ships. arrangements are cancelled or postponed with no quick resolution in sight. In Ukraine Poland dispute Tarnopol seized by Polish troops. Burlington firm Cole Fire plans store project with 85000 capital stock and listed founders.
Senator Page of Vermont told President Wilson at the White House he would not approve the peace treaty. He refused to discuss further details. Senator Sterling of South Dakota also visited, and discussions centered on Article 10 of the League of Nations covenant and protections against external aggression.
Washington July 28. Twenty five distinct bands of rebels with an estimated strength of about 35 000 men are operating in Mexico. Carranza government holds limited control, chiefly along a narrow Pacific coastal strip from Guaymas to San Blas and the surrounding Tam pico area, affecting railway lines and regional stability.
Rutland July 24 a Eastland city court jury acquitted Charles Turner in a case over his dog Bruce deemed to face death. Police and city attorney deny the ruling and threaten to shoot the dog on sight, while Turner plans to bring Bruce home despite police opposition.
In Burlington the city voters rejected adding a 20 cent tax per dollar, keeping the base $2 tax. Only about 25 percent of eligible voters participated, with 1,170 against and 10% in favor, leaving no support for higher city taxes.
New York July 23. National League President John A Heydler announced a revised finding on the protested Pittsburgh Cincinnati game of July 6. Only the incomplete three innings will be played and there is no need to replay the entire game as originally ordered.
Prof. William Gray of Dartmouth College has been offered the job of auditing Vermont state accounts but has not announced his decision. The duties would interrupt his spring vacation, and the law requires the audit be completed during the term.
Miss Emma Swenson of Montpelier and Anthony Friberg of Barre were married at a Montpelier home with Rev. Barnby Leach officiating. The bride wore white georgette and taffeta with orange blossoms, and the maid of honor was Esther Friberg. After a reception at Baile hall, the couple left for a wedding tour and will reside in Barre where the groom works for Anderson and Friberg Granite Co.
Secretary of State suspends six licenses for alleged reckless driving linked to multiple accidents with minor injuries. Names include Eugene Be Cook St Johnsbury Harold Searles Middlebury Frank Leonard Middlebury Jay Carr Newport. One license barred for civil unfitness to drive and another for a fatal Rutland crash. Additional minor incidents involve Antonio Parizo Morrisville and Mahwla Dyer Springfield. Davenport and Williams tied to separate mishaps.

Deputy U S marshal George P. Lackey jailed Arthur A. Taylor of Chelsea in Washington county on a charge of sending obscene matter through the mail. The warrant states that on June 18 from South Fairlee Taylor mailed a letter to Chelsea’s Mine Liatie Tupper containing obscene and indecent statements. Post Office Inspector Walter Irish led the investigation and Commissioner J J Enright signed the warrant at Burlington.
Daniel P. Mansfield of Northfield Falls killed himself Monday night using a rifle and a rope in the cellar after a period of poor health. He was 40, a Payston native, formerly a watchman at the woolen mill, and leaves a wife. The funeral is set for Thursday.
A heating dispute arose this morning in Montpelier in a chancery case involving Rinaldo and Fiica Calcagni of Plainfield ye Austin and Nora Holden of Bristol Conn and Orville Dix. The matter stems from a farm sale valued around 4500 dollars. The farm reportedly covered 208 acres but was found to be 183 acres. A cross bill has been filed by the defendants seeking foreclosure as the plaintiffs have not paid for the farm.
