American and British views are said to have crystallized into the belief that governments should fully recognize principles of international protection of labor. This comes after data were gathered from nations featured in the peace congress and discussed by allied representatives.
The second session of the Paris congress opens tomorrow with labor issues as the first order. Delegates from many nations prepare statements on protecting labor under government agencies. The aim is an international project limiting capitalistic control and ensuring equal work terms, eight hour days, and safeguards for women and minors.
Telegrams from Valenia and Coimbra report the monarchy proclaimed in Lisbon and royalist control of parts of the Linh garrison and key communications near the capital. Government troops under Colonel Silveramod reportedly joined monarchists 45 miles northeast of Lisbon amid the uprising.
At its second session the peace congress decided to form a committee to examine the strength of the forces to be maintained by the allied and associated powers on the Western front during the armistice period.

Copenhagen Jan 24 The resignation of the Norwegian cabinet is reported here from apparently trustworthy sources. The cabinet under Premier Gunnar Knudsen formed Jan 20 1913 has undergone changes in personnel. The foreign affairs minister M Thien is retained during Knudsen's tenure.
President Wilson plans a first theatre outing since leaving Washington. He and Mrs. Wilson will host tea for Attaches and household staff after the gala event at the theatre, inviting soldiers, guards, and other aides involved with the president’s Paris visit.

New York reports say five vessels including the battleships Louisiana New Hampshire and transport Goethals carried home troops from the war zone. Units detailed include the 59th coast artillery, 814th pioneer infantry, and engineers. Mercy hospital ship landed 300 sick and wounded. Calamares arrived from Bordeaux with naval crew and 36 officers.
Washington January 4 The transport Mongolia sailed from France for New York and is due to arrive January 9 with about five thousand men aboard including wounded and sick. The Mongolia is bringing home twenty two coastal companies with detachments from Pennsylvania and Michigan. The transport Saoarinda is due New York January 3 with two casualty companies and thirteen officers.
The Public Service Commission asked the Supreme Court to enjoin the New England Telephone and Telephone Company from continuing the revised rates recently instituted by Postmaster General Burleson. The court issued an order requiring the company to appear Tuesday to show cause why it should not be enjoined.
Washington January 24 Mild winter weather has saved about 220000 tons of fodder for dairy herds in the United States and Europe. The estimate comes from the food administration after discussions. The saved fodder can be used as oil cake and enko meal for neutrals in war trade.

Paris January 24 A general transportation strike paralyzed subway lines surface cars and automobile routes. Organized with no wheel turning by noon. The automobile strike was decided at a Thursday meeting under socialist deputy Marvel Cachin. Surface car workers left after long talks and subway workers delayed until 4:20 this morning. Strikers planned a labor exchange meeting to decide further actions.
Berlin reports a wave of strikes among electric gas and other workers causing public hardship as an eight hour shift ends and wage demands rise. City officials fear the movement could turn into a wage revolution threatening Germany’s stability.

The Rev Widen a Methodist pastor serving East Brookfield for four years died Tuesday morning from complications of ulcers pneumonia and influenza. Funeral is set for Saturday at 2 pm at the Vergennes principal church, with burial in East Brookfield. He leaves a widow Ada Gray his two year old son and two young daughters, his parents a brother and many parishioners who praised his character and influence.
The battleship Connecticut, returning from France with 1,000 troops, altered her route to head to New York instead of Newport News. Officials expect her to reach New York on February 2, after departing France on June 20.
Gladys and Dorothy Cromwell, sisters from New York, leaped from the La Touraine rail in the Garonne river en route to New York. Both drowned. a note in their stateroom addressed to Red Cross officers stated the wish to end it all. They belonged to a prominent New York family and had served at the front.
The Cromwell sisters Gladys and Dorothea, twin daughters of the late Frederic Cromwell, prominent New York figures, reportedly died by suicide after learning of their father’s death. Both had long served in Red Cross work since moving to France four years ago and were orphans living on Park Avenue with a caretaker. News notes their brother Seymour L. Cromwell's roles in society and as a potential heir.

Mrs Helen Sil Woodrow, aunt of President Wilson, died last night at her home in Denver. She was 77 and was the sister of General Joshua Sil, after whom Port Sill Oklahoma was named.
The secretary approved hospital and surgical care for seven children from Barre Fair Haven Burlington Windham Monkton. Diagnoses include tuberculosis enlarged tonsils with adenoids, deafness, foot deformities, poor health and weak limbs. They will be treated under Vermont supervision with specialists from New York as needed.
The Vermont Legislature completed elections for state offices and University of Vermont trustees. Col Herbert T. Johnson became adjutant general after a first-ballot win, with Sherman R. Moulton elected as sixth superior judge. New supreme court justices and other officials were chosen, beginning February 1, 1918.
In a joint Vermont assembly, Senator William P. Dillingham urged preserving state powers not delegated to the federal government. He warned against expansive central authority under wartime measures, stressing state sovereignty and the constitutional balance.
