The French ambassador M Nouleus, returning from Archangel, reported the Russia situation to ten allies. A Danish minister in Petrograd will submit another report soon, and the next meeting is set for Tuesday.
Paris January 20 with Vittorio Orlando the Italian premier absent, the supreme council of the peace conference convened in session. Wilson and Lansing represented the United States while Makino and Makino’s Japanese counterpart attended. Noulens spoke on the Russia question and a Danish minister was noted for remarks from Petrograd. The council planned a further meeting at 1:30 pm and considered proposals leaning toward a concert of nations and a League of Nations with no single police force.
At the peace congress supreme council meetings, progress was made on plans for a league of nations. Leaders including President Wilson, Lord Robert Cecil, Laon Bourgenin, and General Smuts discussed a concrete structure, with Wilson pushing for a focused framework and about twenty five working days left for further work before Wilson returns home.

Berne January 20 The German government sent a note to the Russian bolshevik government protesting support for the Spartacists. It claims irrefutable proof that the bolsheviki financed the revolutionaries to overthrow Germany. Russian officials in Germany reportedly took an active part in aiding the insurgents, and Berlin vows vigorous measures against those who assisted the movement.
A Hungarian telegram reports the Socialists in Honoran entering a cabinet led by former Justice Minister Berinkey in coalition with non socialists. The portfoli os listed include war interior and public instruction with Berinkey as premier and minister of foreign affairs. The Budapest note names a cabinet with four socialists and key posts.
London reports details of a proposed German constitution drawn up by well known constitutional authorities led by Yogo Preuss. The plan envisions a Reich with its former empire and any self determining territories joining, a president elected by popular vote with seven year term, and a Reichstag led government needing its confidence. It also outlines wars and peace decisions by the Reichstag and ministerial accountability to the lower house.
Geneva dispatch reports the Budapest Commercial Bank plans to sue former Emperor Charles for one million crowns over his subscription to the Austro-Hungarian war loan. The ex-emperor reportedly refuses payment, with former Archdukes also declining their subscriptions.
From London and Copenhagen reports describe renewed street clashes in Berlin on beet night after the Spartacists tried to disrupt the Sunday election. Fighting occurred along Wilhelmstrasse Hedemannstrasse and Hallesche Tor with Spartacists attacking the Vorwaerte office.
Demonstrants from the Lob berg coal mines forced entry into polling booths in Dinslaken Rienish Privats on Sunday January 10 and seized ballot boxes and elector registers as part of a drive to block the German election.
President Wilson was hosted at the Luxembourg palace by Antonin Dubost as the French Senate offered a laudatory welcome. Dubost extolled Wilson's visions for a new world order and moral force guiding postwar peace. In Freemaneburg Pa Elizabeth Baker faced conviction for the murder of Mrs Hamel. Lee Rittenberg and James F Burns were named in the trial. Aline Jares Burns, 20, received life imprisonment as a habitual criminal after perjury during the proceedings. Burns appeared with bandaged hands from a reported attempt to commit suicide in Sing Sing.
Sherman Allen secretary treasurer of the War Finance Corporation has resigned to accept a post with a New York bank. The vacancy will be filled immediately by R. Reyburn Burklin, currently assistant treasurer. Washington, D. C., January 20.
Horace Landers, alleged deserter charged with killing Sheriff Barker of Jackson County, was captured by police early today in Calnesville after a long night chase. The incident occurred near Athens Georgia on January 20.

A serious fire in Corry Pennsylvania engulfed part of the business district after moonrise, risking total losses estimated around 100000 dollars. One firefighter died and three others were overcome by smoke in the blaze near city hall.
Elwin Shanio seven years old, son of Mr and Mrs Arthur Shanio, was found unconscious after striking a tree while sliding down a hill near Miss Allengate. James A Foster found him and the boy was taken to Mr and Mrs George Kemp, his guardians. Injuries unknown. he is oldest of five. father died about a month ago.
In Bridgeport Connecticut Matilda Gilbert aged 24 and weighing 402 pounds, once famous as Barnum and Bailey's fat woman, was buried in St Michael's cemetery this morning in the largest casket used by the undertaker. Fourteen pallbearers including six Gregory brothers carried the coffin from the hearse to the grave. Knights of Columbus plan a Future 45 tournament to run through the winter with lodge members urged to participate.
Corinth January 20 after a 260 person search Private Charles Colby 25 son of Mr and Mrs Victor A Colby was found in the highway from Waits River to Barre bare footed with shirt and trousers. He wandered in a mentally unbalanced state following influenza and a trench detail incident. He had jumped from a second story window Saturday night and fled into the woods before rejoining civilization. He is recovering and receiving care. The find was two miles from his home.
Charles Colombo of 253 North Main Street died at midnight after a long illness of about nine years with dyspepsia as a contributing cause. Born in Italy May 1827, he came to this country about 28 years ago, living in Concord New Hampshire and St Albans. He worked in the granite industry and was a member of the stone cutters union and the Modern Woodmen of America. Survived by Charles T. Coombs of Piqua Ohio and daughter Ida of this city. Funeral arrangements and place of interment not yet decided. Friends are asked to refrain from sending flowers.
The funeral for Miss Mary Rize of 22 North Main Street occurred in Washington and was held on North Main Street with service at 3:30 PM officiated by Rev. B. J. Lehigh. Burial followed at Hope Cemetery. Pallbearers and many relatives attended from Chicago, Milford, Westerly, and Washington, with numerous floral tributes listed by name.
The funeral for Samuel Carswell was held privately yesterday afternoon at his Ayers street home. Rev. Pf Goodspeed of the Congregational church officiated. Bearers included William M. Carswell of New York City and James B. Carswell of Barre, Angus A. Smith, and Wendell Smith. Interment followed in Elmwood Cemetery. A wreath of Homer bouquets was sent from the Waterville plant of the Wetmore company.
A early morning blaze in Chelsea wiped out the two story Masonic building housing the George store and George Washington lodge rooms along with Dr. W H Cook's office. The fire caused estimated losses up to four thousand dollars with partial insurance. Firefighters delayed by equipment issues, no lives reported.
Barre native Lieut Francis R. B. Hoyt died in a Bristol hospital after contracting pneumonia while serving in the U S Army medical corps. Born October 20 1881 in Concord New Hampshire he was educated at Barre schools and Jefferson Medical College Philadelphia. He served as ship surgeon on transport across the Atlantic, visited Paris and English cities, then fell ill during the influenza outbreak. He leaves parents and wife Marie Hediger a Philadelphia nurse whom he married April 18 1918 in New York City. The Barre community mourns his loss and recalls his broad friendships.
The Brattleboro Lumber company files to conduct lumber business in the state with capital stock of 390,000. Papers signed by TH. Underood and FE. Barlwr and CoM. Milter of Brattleboro. The Burlington Cream company seeks to manufacture jon cream and sell the product with capital stock of 12,000. Papers signed by F. K. MeTntosis, TH, i Shinger land and Megs Itta Slingerland of Burlington and Hartford.
Continued reports place a fifth body in the ruins after Wednesday’s container explosion on Commercial Street. The injured count rose as responders identified another victim, bringing total known deaths to sixteen.
