The War Council reconvened this afternoon to decide which nations will be admitted to the Inter Allied Conference and to determine the number of delegates allotted to each country. Leaders emphasized orderly representation and proportional presence in upcoming sessions.
Paris Jan 13 The supreme war council opened with the inter allied conference representation issue unsettled about nations and delegates. China will not be represented by Japan and will have her own delegation. The US balks at large scale forces in Poland or Russia. A working plan for a league of nations is desired by Wilson and Bryan’s team. American lawyers warn against vague machinery that could undermine peace aims. The aim remains a new system to prevent war and bind major powers to agreed covenants.
Reports from Berlin say armistice talks faltered and Spartacan forces suffer heavy casualties while government troops of about 14,000 arrive to bolster Berlin defenses. Banks are looted and mobs parade as authorities plan mass meetings to rally support amid ongoing clashes and arrests.
Paris reports Marshal Foch summarized the armistice compliance at the supreme council session. Germany had repatriated 44 000 French prisoners and delivered 1 067 locomotives and 61 60 railroad cars. 1 700 airplanes were delivered. remaining heavy artillery, mine throwers, locomotives, and rail equipment were still outstanding.

War Department announced names of enlisted men returned to France from German prison camps and hospitals. Names include Herman A. Fetenich of Florence Massachusetts and others such as James Sheehan, Stuart Kroll, N. Meare, Ballardville Massachusetts, and Carlson of Rochester, Maine, among listed towns and units.

Private owners of New York harbor boats and their employees who joined a strike with railroad workers refused to submit their wage and eight hour day dispute for War Labor Board arbitration. The board, meeting by presidential directive, had overruled a bid to remove Basil M. Manly and the five labor members from the hearing.
