Washington July 4 The Senate passed the tariff bill at 10:30 PM by 39 votes to 4. Democrats mostly supported it, except Hill and two Populists. It takes effect August 1 and includes an income tax with a 4000 dollar exemption, while placing wool on the free list. The plan to tax presidential and federal judges’ salaries was dropped.
