Constantinople reports that the porte refuses an armistice unless Thessaly is annexed, a 10 million pound indemnity paid, and capitulations abolished. It proposes plenipotentiaries meet at Pharsalos to discuss peace terms, warning of continued Turkish advances if refused.
Deserters claim 25 000 Greeks are behind Domokos fortifications and entrenchments but the overall organization is rotten. They report collapsed medical and transport services, only a half loaf ration for 36 hours, and wholesale desertions amid demoralization.
Constantinople May 17. Ambassadors met to study the Porte note which risks a grave issue. A European conference may follow if the Porte is obdurate, though Russia opposes. Powers unlikely to concede Thessaly retrocession, even Germany expects Berlin treaty breach and Balkans tension. News of 4 000 Greeks landing at Palona and marching on Janina adds alarm.

The Times Athens correspondent reports Premier Ralli secured assurances from the powers to prevent Turkish offensive moves if Greece keeps a strictly defensive stance. He instructed Greek division commanders at Domokos Sourpi and Arta to abstain from hostilities unless attacked. Only the Epirote volunteer band led by Botzaris remains on Turkish soil, moving westward toward the coast where it will be taken off by Greek forces.
London reports General Smolenski with 10,000 troops at Kephalosis near Almyros believes his force can hold and will await a Turkish attack rather than retreat to Thermopylae unless forced. His line runs Haklari to the port of Almyros.
The Daily Mail report from Constantinople says Germany pushes the sultan to accept European control of Greek finances as the sole way to secure indemnity payment. Deutsche Bank reps are due to arrive to realize on concessions the sultan has given the bank.
The Times correspondent reports the Greek fleet is inactive with half the vessels off Skiathos and half in Almyros bay. Officers are furious with the admiral, who seems restrained by orders from Athens.
Five hundred Yaqui warriors, veterans of twelve years of conflict with Mexico, march into Ortiz to ratify a peace treaty arranged by Juan Maldonado and Colonel Peinado. Peace is proclaimed amid ceremony, welcomed by locals and a New York syndicate building an irrigation canal for a million acre concession in the Rio Yaqui valley.
A large Washington meeting endorses the Cuban issue as the Senate moves the Morgan resolution to the front with expected passage though debate may be lengthy. House sentiment favors recognizing Cuban insurgents but may face limits from the current relief-focused Senate measure.
An enthusiastic crowd filled the Columbia theater for a monster mass meeting in support of Cuban insurgents. General W H Brown opened proceedings, Senator Gallinger presided, and letters from Chandler Frye and Burrows were read. Resolutions urged recognition of the insurgents as belligerents and independence for Cuba without indemnity.
The Standard at Madrid reports Senor De Lome telegraphs that Spain hopes McKinley’s Cuba relief message will preserve cordial U S relations. Spain has stated readiness to make concessions compatible with dignity and would permit relief of distressed Americans under colonial authorities.
Washington May 17 President McKinley has not decided yet whether to send a message to Congress on the Cuban situation. He continues to consider the matter and will make a final determination by morning.
LeAdvile, Colo. May 17 reports an agreement among mine owners in the downtown district to resume unwatering after winter stoppage. Pumping starts Monday with 1,000 to 1,500 workers, possibly 2,000 within six months, and about 80 days are needed before men return to work.
Bath Maine May 17 The gunboats Newport and Vicksburg recently completed by Bath Iron Works are ready for trial trips within the next two weeks. The exact date is undecided but May 1 appears likely, as the navy department has been informed both vessels are prepared.
Washington reports the administration may offer to bring American citizens in distress in Cuba to the United States. Consular on the ground would assess need, with Congress asked to limit funds for relief. Estimates place affected Americans between 150 and 200, affected by Weyler’s orders.

The German steamer Arcadia laden with grain, sailing from Montreal to Liverpool, ran aground near Cape Ray in dense fog. Its 25 passengers and 54 crew faced a desperate struggle to reach land.
Thomas F. Bayard former U S ambassador to England arrives in New York on the Paris with Mrs Bayard and Miss Bayard from Southampton. He brings the Mayflower ship log which by gift deed from the Church of England must be delivered in person to Governor Wolcott in Boston Massachusetts.
News arrives that Piute Indians are at war near William Shipsey's ranch in the Piute mountains foothills. Squaws and children flee as Shipsey fears the weaker tribe may be annihilated before a military force can reach to quell the fighting.
The 109th general assembly of the Presbyterian church in the United States will meet May 20 at Wi nona assembly grounds Eagle Lake Kosciusko county Indiana and likely run until May 31. About 600 delegates are expected half ministers and half ruling elders will attend.
The steamer Diana reached Halifax from St Johns N F and will be provisioned immediately for her extended northern voyage. The scientific party and ship’s crew will bring the on board total to over 50.

The preliminary hearing for the five Sioux charged with murdering the Spicer family at Winona in February ended at Williamsport Emmons County. Holy Track testified detailing the crime implicating Black Hawk Caddette Standing Bear and Defender. They are bound over for trial in district court opening June 1.
A Times dispatch from Pekin reports a 4,000,000 tael loan obtained by Shen Ta Jen from a Belgian syndicate is stalled as England and Germany protest that the terms breach the most favored nation clause. The loan funds railways already built and a Pekin to Hankow line contract with Belgian builders.
