President Johnson urged restraint on wages and prices in a rare off the record dinner with about 190 Business Council leaders. He tied his anti inflation message to export growth and linked monetary reserves to expanded world trade while urging voluntary business action.
The U S Office of Education will sponsor nine institutes of advanced study for public school teachers and administrators at four Minnesota schools next year. Attendees will pay no tuition and receive $75 weekly plus $15 per dependent. Institutes run mainly in summer 1968. one 10 month program in Duluth trains 30 elementary counselors. Institutions include University of Minnesota in Minneapolis and Morris, and St Catherine's College in St Paul. Additional programs target disadvantaged youth and various subjects with participant counts.

A spending cut compromise tied to funding for agencies would reduce federal outlay by about 4.1 billion this year with potential 5.7 billion if expanded. House and Senate aides foresee adjournment around Dec 15 and a Jan 15 start for the next session.
A well known Duluth woman Mrs Eugene M Cohn 56 and her daughter Suzanne were found stabbed to death in their Hunters Park home. A 21 year old woman held without charge, a frequent house guest and a former UMD student from Chicago, is under guard at a Duluth hospital.
Minnesota has inspected about 40 meat processing plants under a joint state federal program started last week. Agriculture Commissioner Russell Schwandt urged continuation and a stronger complete program, noting federal funding would cover half the costs and estimated total annual costs at about 1.85 million dollars.
President Johnson flew to New York to attend the funeral of Francis Cardinal Spellman. He traveled with roving ambassador W. Averell Harriman Postmaster General Lawrence O'Brien and White House staff.

Oren Lee Staley president of the National Farmers Organization told about 12 000 delegates at the national convention that a withholding action on all farm products may begin within the next few days and would not be delayed beyond 40 days.
Judge Leslie Morse ruled the Minnesota Sunday Closing Law unconstitutional, exonerating Tem po Dept Store Madson's Super Market and the Eastgate Shopping Center in Mankato Municipal Court. The decision cites equal protection under the 7th Amendment. The city may appeal. this is the fifth municipal ruling against the law with Jan 3 set for Supreme Court action.
