Secret vote parity talks begin as conferees meet
The first meeting of House and Senate conferees on the secret ballot bill is set for Thursday. Rep W O Reed of Dallas chairs the House group and Sen Keith Kelly of Fort Worth leads the Senate side. Reed said the erroneous Senate amendment to the wrong section will be corrected and no major differences remain. The bill originally allowed a voter to keep a numbered stub. the Senate version requires the voter to sign the back of the stub and place it in a separate box. Some members discussed sealing the stub box before handing it to the district clerk, but that step was deemed unnecessary since stubs could only be compared during election hours in public view. Currently the box is sealed in advance by the district clerk and cannot be opened after an election except by court order.
