Congress Considers Convention of States in April
On Tuesday Mr. Davis introduced a joint resolution in the Senate urging a convention of the States to meet in Louisville on the first Monday in April to address the country’s condition and aid in restoring the Union. Reports also note a Tennessee regiment forming to resist the rebel conscription act and a skirmish with deserters. Transports for Gen. Banks’ expedition sailed from New York, and rumors circulated that Gen. Burnside was relieved of command.
