Two men in Burlington Iowa faced federal penalties for flour hoarding and selling flour without proper substitutes. W B Rosell was bound over to the grand jury in $1000 bond after four sacks of flour were found at his home. H F B Roberts of Postville was fined $500 for Red Cross proceeds and had his license revoked for improper flour substitutions. Public apology required.
