Public Meeting Adopts Report on State Sovereignty in Augusta

The Augusta meeting convened to draft a constitution for a local government association debated sovereignty versus the President's proclamation. A committee report favoring state rights was adopted after amendments. the committee size was reduced and a new report deadline set for January.
