A disputed session ends with Langston seated as a new Black member and Elliott unseated amid protests by Democrats and Republicans alike. The carpet-bagging-like move is condemned as an outrage while filibuster and tariff battles loom for the next session as Democrats plan caucus strategies.
Republican conferees meet over tariff bill but no agreement reached as sugar and binding twine remain sticking points. House and Senate disagree on metal, glassware, and tobacco clauses with clerks drafting a conference report in hopes of action after a settlement on sugar.
Senate agriculture panel failed to act on Conger compound and Paddock feed bill due to absence of Democratic members and Mr McMillan. Chairman Paddock to renew efforts soon. Georgis Tarnat appointed to fill vacancy. Executive session focused on George B Maney nomination for minister to Uruguay and Paraguay. approval by two thirds. He says he feels better than ever, enjoyed Marion vacation, fished with friends from Philadelphia, and spent days in office clearing correspondence. He returned to New York, asserts two productive days of work, and insists he is as vigorous as before the trip.
In Jackson on September 23 the Mississippi constitutional convention debated section 7 which would extend terms of county officers to January 184 and set a general election for November 1899 with future four year cycles. Opponents argued the people, not the convention, should decide terms. supporters said incumbents’ terms should align with the new constitution. A substitute against the section was tabled 62 to 57, and the convention adjourned at 6 p.m. until tomorrow.
Rozer Q. Mills spoke to a large Racine audience on September 23. He argued for compulsory education limits and against paternalism, defended individual rights, supported free markets and tariff effects on farmers, and urged opening markets worldwide to boost trade and industry.
Alabama Mountaineer key outlaw Bimosousat Key is captured in Whiker county after a lengthy pursuit by Detectives and Sheriff Gwin. Key, wanted for horse and cattle theft and multiple assaults, fought officers and once survived gunfire. Separately, Mrs Ann Eliza Holden and Edwin Holden confess to involvement in the Harley Russell killing, detailing their roles and alleged accomplice Albert Dunham as the escape risk's source. They are en route to Joliet penitentiary with the case proceeding.
The adjourned hearing for John Kiernan charged with obstructing the Central Andsin railroad near Karner on August 29 was postponed by Justice Grogan to next Saturday at 10. The defense demanded right to cross examine. Harrington ill, warrants issued. Arthur Buott admitted guilt in Rennselaer county and faces sentencing tomorrow along with Thomas Guin who is tied to Kiernan. Knights of Labor official Hays attended briefly.
William Caruthers wealthy farmer, riding with a young colored boy toward Nolensville, was beaten and robbed by twenty unknown men. He died from injuries the next day. Neighbors and detectives search the area for the fugitives as officials report related robberies and a chase for a suspect named McCollum in Alabama.

Two large coke furnaces in Anwisrox, Alabama, will shut down due to dull iron market demand. Each furnace yields over 100 tons daily, and about 200 workers will lose jobs after the closures, despite earlier shutdowns elsewhere.
