City Franchises Staged In 21 Year Debate Over Plant
The council defeated an early 8 to 7 vote on a gross receipts tax, reconsidered and adopted it 14 to 1 with Reed opposing. Welch’s 21 year franchise amendment passed 9 to 6, while Key’s municipal ownership proposal was defeated 9 to 6. Reconsideration then set the term to 21 years beginning January 1, 1905, with the ordinance unanimously adopted and awaiting aldermanic board review. Colonel Cox argued the city’s sole current objection is from the lone local current producer, while Preston Arkwright of Georgia Railway and Electric urged parity for his firm.
