Atlanta Charter Debate Divides Council and Citizens
A city charter revision meeting in Atlanta saw Colonel W T Moyers urge sectional voting if the charter goes to the people, warning it could be overwhelmingly defeated as a whole. The committee postponed action pending council review while considering amendments on sinking fund duties and franchise terms, with debates over 21 versus 31 year franchise limits and possible council resolution to move the measure to a popular vote.
