TOKIO, October 30. The Russian embassy here announces that Turkey has opened war on Russia. Allies and Germans are deadlocked in France.
The Turkish cruiser with three funnels shelled Theodosia from 9 20 to 10 39 this morning damaging the cathedral the Greek church a pier and sheds one soldier wounded a branch of the Russian Bank of Foreign Commerce caught fire after bombardment the cruiser departed toward the southwest. Novorossysk later reports say the Hamidieh demanded surrender of the city and government properties threatening bombardment if refused the Turkish consul and others were arrested. Geographically Theodosia near Kaffa and Novorossysk sits on the Black Sea coast opposite Theodosia.
M B Wellhorn prominent Anniston banker and Joseph McCord arrive in Atlanta to plan opening of new regional bank on November 16. They tour sites with Joel Murt Hurt building manager as board joins for morning meeting to select site and appoint heads. Atlanta banks ready to deposit reserves. Mayor Woodward calls for a Saturday meeting of the city assessors and tax committee to fill two clerical vacancies in the tax office set for November 1. He argues against allowing the assessors to name Holliday and DuBard, claiming there are too many clerks and planning to contest the nominations. The assessors nominated Walter DuBard and Frank Wheat, but Woodward protested. A confrontation is expected as the assessors push to have their appointees named.

Three deputy sheriffs searched the city for C. C. Tedder after a grand jury indicted him for forgery tied to a bond transaction. Tedder linked to the Leo n Prank case and suspected to have gone to New York or New Orleans. Emmett Blount also indicted for forging W. O. Fowler's name to a bond for Otto Edwards. Fowler denounced the bond as a forgery.
Washington October 28 Test master General Burleson awarded a South Carolina firm the post office department annual supply of wrapping twine about a million and a half pounds at 13 cents a pound for cotton cord S20 000 will be saved by substituting cotton for jute twines. New York October 19 discussion of substituting cotton for jute bags in coffee and sugar industry led by J J Gilles president National Coffee Masters Association C Bowen of Paris Texas chairman Southern States Cotton Association says cost difference is small and no price rise expected. Chicago and St Louis business men back crusade for cotton substitution.

Georgia lawmakers debate a new act regulating barber qualifications and shop sanitation. The measure defines barbering as shaving, trimming, or dressing hair for hire, requires three years of apprenticeship, a $5 license fee, and a 90 day filing window. A Barber Board named by Governor Staton will oversee exams, sanitation, and licensing with four yearly tests and per diem pay for members.
Chicago Mayor Harrison and Municipal Judge Gemmill clashed over court leniency as police and detectives faced accusations of collusion with pickpockets. The hearing into two detectives continued while the mayor condemned perceived neglect and demanded tougher action versus petty criminals.

In Milwaukee on October 29 P St J Wilson of the US Office of Public Roads said only about ten percent of the nation’s 2,250,000 miles of roads are improved. He blamed state control of all mileage for inefficiency as D Gash noted Illinois has 16,009 miles of state roads with a budget of 18,009,000 to connect centers. Also from Washington a special note: Mr. and Mrs Paul Brown of Lexington Georgia are in town on their honeymoon.
London October 29 Prince Louis of Battenberg born in Austria and linked to German kinship resigns as first sea lord of the admiralty. He cites birth and parentage as impairing usefulness and Churchill and the king publicly acknowledge his long service and offer support.
London dispatches describe Turkey’s possible entry into World War I as a turning point. German pressure and money allegedly sway Ottoman policy while Goeben and Breslau linger in Turkish waters. Turkey’s cruisers bombed Theodosia and threatened Novorossisk as Allied powers warn neutrality cannot endure.
Fame reports the German Crown Prince wounded while leading an assault at Verdun. The dispatch from London notes the November Verdun fighting and confirms the Crown Prince received injuries during the attack.
Paris reports winter weather has not halted fighting across Belgium and Alsace Lorraine. German troops, including Bavarians, faced renewed Allied pressure from Ypres to Arras as General von Blucher withdrew to trenches. An East Württemberg regiment, about a thousand men, was reportedly destroyed north of Cha lade wood after a failed assault, with intense close combat ending in German surrender attempts and French counterfire.
