In Chattanooga Tennessee on October 23 a crowd of white boys aged fourteen to seventeen clashed with a gang of black youths on a main street. Rocks flew as whites charged the group of negros warding their homes. One black youth fired a pistol, but whites routed them. Several blacks were badly hurt and some whites suffered scalp wounds. No arrests had been made at the time.
Chicago on October 22 fire broke out under the stairway to the gallery of the Columbia theater just before the first act of His Excellency the Governor. The crowded house emptied in an orderly fashion without injuries, and the performance resumed an hour later after police and theater staff contained the panic.
Philadelphia October 29 Russia prepares to christen the armored cruiser Vulag built by Cramp, touted as the fastest of her class with a guaranteed 23 knot speed for twelve hours. The ship, 400 feet long and 6,600 tons, carries twelve six inch guns and a mixed secondary battery, with a crew of 560. Prominent Russian officials and naval attaches will attend, with Miss Casini or Miss Mertnage as sponsor. Cramp also builds a battleship Retchstan for completion about October 1900.
Washington reports negotiations will open soon in Madrid to draft a new treaty between the United States and Spain. The aim is a commerce and amity pact restoring peaceful relations after the war, replacing the postwar peace treaty which excludes trade and extradition matters. No serious disputes have arisen yet.

He will speak twice Wednesday and four times Thursday to reserve strength for Friday and Saturday with twenty eight addresses scheduled.
The strike of coal miners in the New River district is officially declared off after six weeks over a 6 cent per ton raise. Only thirteen of fifty five mines returned to work. In other news 600 sheep were burned when stockyard pens were destroyed by fire in Kansas City. Four firemen were seriously injured. Prince Frederick Augustus of Saxony fractured skull in a hunting accident near Dresden. Ex Speaker Thomas B Reed visited Washington on October 29.
A Dalton rumor claims Smith, the murderer of Dalton police chief Hannah, has been lynched by Hannah’s friends in the mountains. No official report confirms the arrest or lynching, though pursuers were close.

Michael Hatal, a magician, died at Bellevue Hospital from bullet wounds sustained during a performance in an East Side hall. The third annual St Louis Horse Show Association exhibition starts at the Coliseum Monday night with the largest entry total in history. Over 600 entries in classes feature prize horses from Missouri Kentucky and Canada. Boxes and most chairs are booked for the six nights by prominent local and distant figures.
A squad of 100 sailors and marines sailed from Boston tonight for New York as their transit to the Philippine islands. The 56 Marines will board the steamship Buffalo at Ca Vite for San Francisco. The sailors proceed landward to San Francisco en route to the Pacific.
